Canada-Wide Early Learning and Child Care Agreement

On March 28, 2022 the Province of Ontario announced that an agreement had been reached with the federal government to support Canada-Wide Early Learning and Child Care program (CWELCC). The investment of $13.2 billion dollars will lower child care costs and increase access to quality licensed child care over the next three years. In Ontario the CWELCC program will be taking a phased-in approach based on five pillars: improved affordability, improved access, sustaining high-quality service, inclusion and enhanced data and reporting.

As part of the phased-in approach, families will see an initial fee reduction of up to 25% (to a minimum of $12.00/day) retroactive to April 1, 2022. A further reduction will reduce average child care fees by 50% by the end of December, 2022.  Additional reductions will take place in 2024 and 2025 bringing the provincial daily average cost for licensed child care to $10.00 per day.

What does this mean for families?

If you have a child aged 6 or younger, and your licensed child care provider chooses to participate in the agreement, you may receive a 25% reduction on your fee, retroactive to April 1, 2002 and will see fees further reduced on December 31, 2022 reduced as outlined above.

To start, click the link above to complete your online application

Once your account has been activated, you will need to provide information about you and your family on the application form. The information you provide will be used to suggest child care options. You may place your child’s name on as many lists as you choose. The child care provider will contact you when a space becomes available.

Finding Quality Programs

Licensed child care programs must meet and maintain provincial standards set out in the Child Care & Early Years Act. Provincial standards provide for the health, safety and well-being of children. For more information about Child Care, visit the Ministry of Education website.


Child Care Choices

Parents can choose from several Child Care choices including:

Child Care Programs (Licensed)

Licensed Child Care Programs offer part-time and full-time care for infants, toddlers, pre-school and school-aged children.  Licensed Child Care Programs are licensed by the Ministry of Education and can operate in a variety of locations including private buildings, community centres, and schools. Licensed Child Care Programs staff members include professionals with training in early childhood education. Programs and activities are designed for children at different stages of development and ages.

Nursery School (Licensed)

Licensed Nursery School Programs provide part-time preschool programs for children ages 18 months to 5 years. Nursery School Programs are licensed by the Ministry of Education and can operate in a variety of locations. Programs staff members include professionals with training in early childhood education.

Bruce County Home Child Care Program (Licensed)

The Ministry of Education licenses the Bruce County Home Child Care Program who contracts and supports local individuals who offer child care out of their own home. These providers may offer part-time, full-time, before and after school, and extended hours for infants, toddlers, pre-school and school-aged children.

As there are many licensed home-based child care providers in the County of Bruce, OneList does not list individual programs. If you are interested in licensed home child care, please select your preference and a member of the Bruce County Home Child Care team will be in touch with you.

Licensed Home Child Care providers are represented in this application by the County of Bruce.

High Five Summer Program

A variety of different programs for children ages 4 to 12 are offered over the summer. Program staff are trained and qualified. Fee subsidy availability and eligibility for these programs may vary.  For more information about the High Five Summer Program please visit http://www.highfive.org/.
