These are highlights of the meeting:

Human Services – Q1 2026 Update

A report and quarterly update gave Council an overview of the 2026 first-quarter delivery of programs and supports the Human Services department provides to the community. These include housing and homelessness support, early learning programs and supports for licensed child care, financial and stability supports, as well as strategic community initiatives.

Some of the community impacts of these programs and supports in the first quarter of 2026 include:

  • Emergency shelter support to 243 households.
  • The housing of 18 applicants from the centralized waitlist.
  • The enrollment of 50 students in Fanshawe College’s accelerated Early Childhood Education program in Port Elgin.
  • Financial support to 724 households receiving Ontario Works; with over 5% of clients exiting to employment.
  • The investment of $14,491 into the Child Activity Assistance Program allowing 32 children to participate in community-based activities.
  • The provision of more than $4.9 million in Canada-wide Early Learning and Child Care (CWELCC) funding to licensed operators to provide quality, affordable, accessible and inclusive child care.

Flooding in Pinkerton Update – Bruce Road 15

Council received a report with updates about the section of Bruce Road 15 in Pinkerton damaged by flooding this spring. A May 4th, 2026, letter from B.M. Ross and Associates Ltd. advised that risk of further flooding between May and November is low. With continued and enhanced monitoring, it is suitable to begin repairs to allow for reopening.

Following discussion, Council approved that staff retain Schmidt’s Paving Ltd. to complete emergency rehabilitation on the damaged section of Bruce Road 15 in Pinkerton as well as opening of the road following repair with continued flood monitoring protocols in place.

Durham Street Bridge Project Update

A report for direction about the Durham Street Bridge Project gave updates on project status and forecasted costs to complete the project. The project encountered unforeseen challenges including additional concrete repairs, extreme weather, spring flooding, and a contractor transition. These factors contributed to a total forecast budget overrun of $2.9 million. 

Even with these added costs, rehabilitation still provides strong value at $10.8 million, compared to other alternatives considered in the planning phases. Estimations for a full bridge replacement are upwards of $20 million. Once complete, the rehabilitation will extend the bridge’s service life by approximately 40 years.

The project includes widened sidewalks for pedestrian safety and an upgraded railing system that meets today’s crash rating standards. Also included in the project scope is asphalt resurfacing on Bruce Road 4 from McNab Street up the east hill in Walkerton.

Council approved transfers from reserves and two funding sources to fully fund the Durham Street Bridge Capital Project overruns. 

Bruce C Nuclear Project – Capacity Funding Agreement

Council received a report and approved a Capacity Funding Agreement for the Regional Infrastructure & Community Readiness Assessment with Bruce Power. Council also endorsed the 2026 Annual Workplan associated with the Agreement.

The collaboration on pre-development work between Bruce Power, Bruce County, and local municipal partners will inform infrastructure and services requirements for the proposed Bruce C project.
